FF/REW fix ctf-8282,9191,1000 RXA-581, NOT DIY

I'm working on a 9191, this unit has zero ffw and a very weak and "clunky" rew ? The clutch itself is not free spinning when the unit is not engaged. Bad clutch??
 
I have made the same part last Fall but was hesitant to sell it. I did list it on eBay for a short time but it was too much of a hassle plus I was unsure of the long term issues. The latest version I have seems to hold up after many hours of operation in several decks.
The file has been sent to several members and can be had for free if PM’ed.
 
I got these wheels and I'm lucky that I did . I get phone call from a guy in the next town over (Shrewsbury ) that he found a padded envelope with my name on his front yard, he thought it was trash at first . So I made 15mintue trip and retrieved them . This delivery company uniuni is a joke. The tracking number still states its out for delivery on Jul 24 . I still haven't got any emails or a phone call from them, my number is on their shipping label . I don't think I can even contact them ,their BOT tells me to contact the seller . tracking number.
