The 23 is fantastic and worthy of a full refurbishment including cabinet.
I’m sure you already checked the caps? Only one cap in the 23 crossover. A 4uF. Worth changing even if you need a new tweet.

First check would be to see if the voice coil is there. Measuring resistance with a DVM should be several ohms between the two tweeter terminals and hopefully not open circuit. If tinsel lead broken have never done that kind of repair but have seen many mentions of people fixing broken tinsel leads on drivers.
But a bad cap can effectively kill the tweeter. Also if they used the switch to change the level of the tweeter in the 23 like they did the 6 and 17 the switch contacts may need cleaning. These are 50 or more years old. Hopefully it is not a bad tweeter.
That tweeter may be hard to come by. Know it was used in the 5 and maybe the 12 hard to justify cannibalizing one of those for a 23. Now grabbing a 17 or 20 tweeter for a model 6 is not uncommon.

The tweets in my KLH 6’s didn’t work at all when I got them. Simple capacitor replacement brought them back to life (ok, not so simple because I had to access the caps through the back of the cabinet).
Just go ahead and replace the caps. ~$1.30 each at parts express.

If the tweeter is bad may have to wait until somebody gets one of that group of speakers say with a blown woofer and decides there is more money parting the working drivers online. Like finding knobs for some old receivers, sometimes have to be patient.
The 12 does not get mentioned much looking online they are apparently huge (4 cu ft?) and have an equalizer box of some kind that go with them.

KLH Tweeter compatibility
I have a set of 23’s that may need a tweeter replacement. I’d like to stay vintage, and need to know which KLH models are interchangeable with tweeters. Any help appreciated. Also, are there new options that are better than viable? Thanks.

As a followup, I bought the PE tweeter as a repacement for a dead tweeter in KLH 6. I also changed the capacitors. I then compared the updated speaker to its brother without changed capacitors. The two speakers sound very similar, with one exception. The original tweeter/cpacitor seem to deliver superior midrange (at lower volume). At increased volume the difference is difficult to notice. The tweeter was only $17. Used KLH tweeters are available at about $60. So, the PE tweeter is not an exact replacement, but good enough for most applications.
