Personal Responsibility (PR) is about personal virtue and values and has no "global" sort of societal effect. The tool for managing conditions in society is the law.
Those who like to use PR as advice on how to improve society or solve a problem are mistaken in the mechanics of mass society and culture. PR doesn't scale up to nations with 300M people.
I am sure everyone remembers the "Just Say No to Drugs" campaign. That was a PR strategy: Have EVERYONE exercise PR, and the problem will go away. Only it doesn't. Personal virtues aren't infectious like a virus. Only policy and law can have any chance of reversing a course.
AI is involved because AI is the most powerful communication platform we have. It is always working on a mass level against the population simply to make money for a few people. The sellers of the worst ideas always outgun the sellers of the best ideas. See TV advertising. As we digitize and stream individual TV content, so will the targeted ads follow.
AI and food production. There is no mystery to be solved regarding what food is healthful to eat and what food is not. The good is perfectly well understood. So, how will AI be used in food production? Obviously to help the manufacturer improve profits. The way you do that is to eliminate expensive healthful components and substitute cheaper components with no health benefit. They have been doing this for years before AI. Companies like Frito-lay have food scientists finding ways to combine cheap chemicals with flour to make very tasty, very addictive junk food. With AI, they will multiply that effort a thousandfold. They will find cheaper chemicals quicker and make more brands of garbage faster. They own the shelf space at the grocery store, so it will be on tap, and naturally, people will buy it.
Conclusion: The epidemic of obesity and diabetes continues to grow and will be aided in growth by AI.
