"Back in 1989, when Stereo Review featured the PA-7, writer Julian Hirsch measured the PA-7’s output at 253 watts into an 8-ohm load, 400 watts into a 4-ohm load, and 650 watts into two ohms."
Do we know if either of these Bench WPC were tested per FTC regulations? If they were, great, if they were not, those numbers are similar to most other amps in their power class for similar testing. I have seen most amps do 10-30% OVER spec on power when 'Bench Tested', typically a 1kHz signal run to clipping and measured on a warmed up but not pre-conditioned amplifier.
 
Yes, so far as I know Stereo Review always bench tested FTC style.

Also, Nak rated the PA-7A II 25wpc higher at 8 ohms than the original PA-7A, for what that's worth.

I was looking for a thread that listed members manufacturers amp/receiver amplifier basic specifications. Didn’t see one soo.....

These things are insignificant. They are just an indicator of the unit price. The larger the number before the letter "W", the more expensive. That's all..

Just to substantiate my comment, I have a HK 330C that resolves a lot more detail than the DENON PMA-1060 whose THD rating is 0.004% at 105W and 0.7% at 180W of power. Its ratings are no more than 0.5%THD and 20W max. It sounds like a true tube amp, not like a solid state amp designed to sound like tube gear. My HK730 does the same, but it sounds a little colder.

Testing showed 267 WPC into 4 ohms
20hz-20khz .015% THD

These receivers had great headroom of 2.25db.

Most audio gear built in the 70's, 80's and 90's comply with the 1974 FTC 'Amplifier Rule' which specified power output at rated wpc (RMS) over the full audio bandwidth (20 Hz - 20K Hz) all channels driven.

The rules have been relaxed considerably.

Way to rescue a zombie thread to insert some relevance. Didn't know about the 2020 update. Going back to 1974 protocols would put a huge dent in the "watt wars"
