Now that I think about it if you can count any of the windings and know what the input and output of the transformer should be you can figure out the turns ratio.
Honestly I am a bit surprised that the transformer rewinder can't figure it out.
Maybe I am missing something?

I had to tear it down and that's when I ran across the turns count problem.
What you will be getting back is all the lamination's and case.
Let me explain. I do have the data for the Marantz 18 power transformer but when I started counting turns on the larger wire, it was not the same as the data I have. Marantz used different manufactures for there transformers. One company wound them with different turns count and also different lamination's. If I was to use the data I have, the current draw would be more than normal and the transformer would not last.

Be warned about this company TRS http://members.tripod.com/tubes_tubes_tubes/transformerrewindingservice/ He lead me to believe he could rewind it .Then ruin it, sent back and then told me he couldn't rewind it . All this gentlemen had to do in the beginning was to tell me there is a chance the transformer could be destroyed . He never said a word ,which says a lot .

Good to know, so what's his deal? I had another Marantz forum member email him about the 18 transformer a couple of years ago and he said no problem, he even quoted a price to do it.

Yes, $180.00 for a complete rewind plus shipping. It is hard to say what the turn around time is right now because of the heavy work load. My estimate would be four weeks.

So he isn't legit?
If heyboer can build you one, I have a spare "dead" transformer they can have to make you one- I don't know what's up with it- I believe the HV winding is shorted. The tube draw is only 600ma , the current draw thing sounds strange.
TRS told me the same thing ,$180 for complete rewind. Then I got and email saying that the HV winding was burnt to bad and he couldn't do the job. Then he told me he couldn't get the data of the" large wire" , then he said it didn't match his data for the Model 18 he had. Lot of double talk if you ask me. TRS claims they do rewinds and can even change voltages if required .But he took my transformer completely apart and couldn't make another one and doesn't think he should you tell that before takes on the job . They should tell you there is chance of destroying the part not be able to make a new one (just the right thing to do) , the website is miss leading . I ask the why he didn't tell me of the risks involved and basically said it was my fault in a juvenile manner . I got what is left of transformer back, case and laminates. It was loosely packed .

Sorry to say it- sounds like a crock of **** to me. If he's redone a marantz 18 transformer before then he should be able to make a new one based on the data he already has- what's it matter, the insides will get thrown out and a new one made. I spoke to hayboer about transformer rewinds- they need the old one to do the turns count yes, if they don't already have the data. This guy claims he had the data from rebuilding before- so make a new one.
