If you bend the spray straw end into a hook shape, you can spray into the large pot openings near where they are soldered (see two arrows top right). Or spray into the two small openings (bottom arrows).

I'd contact WJOE and have them send you a new pulley with the correct hole-size. Maybe measure the motor shaft size and give that info to them to be sure.
While you are waiting for the new pulley, I would rebuild the reel motor. It is very easy on the CT-F1000 as it is held together with screws. You can follow these steps: http://www.audiokarma.org/forums/showthread.php?t=53981
