No, I've not listened to a White Oak 700. All I can say is that I've own the MXR-130, the Carver Cube, a Carver preamp/tuner (don't recall model) , and the afore mentioned units.
The OP was referring to the original Phase Linear only. My PL400, all modded and upgraded sounds incredible.

Thus far, they've all sounded weak and wimpy with no authority. And btw, the Bryston is the finest sounding power amp I've heard yet. Maybe it's the combination of preamp & speakers. I really don't know. Full, rich, absolutely incredible sound. Bass is low and full, mids are full & rich, highs are sweet. No equalizer required, no sub required.

Did you do the White Oak upgrades?
I've heard quite a bit about the various reliability issues with the "Flame Linear" 400....
