Man! That seems more than simple "motorboating" I've experienced in amps. What I'm used to, is around 4:40 of this video. A much slower putt-putt rate.
In any event, definitely some crazy oscillation issue. Have you tried pulling tubes in the gain stages, one-by-one, to see if you can isolate that noise to one stage? If you find one stage that has the biggest effect on the noise, try the extra cap across that stage's tap from the power supply. You may need to try different tubes or even check all the wiring layout in that stage.
