No, there's no minimum purchase and no handling charges. Only restriction, other than the requirement to order by mail and pay by check or money order, is that it only applies to US and Canada.

I just sent in a small order last Friday, so they probably got the order on Monday. The parts were shipped on Tuesday and arrived on Thursday. That's fast enough for me.

In my country, they even advertise with the free shipping and I am glad I can order as a hobbyist, having an alternative to Mouser.

RS and Element14/Farnell only ship to companies, although Farnell has a less-user-friendly-limited site for hobbyists (read private citizens without some chamber-of-commerce-listing).
They are not that smart, because hobbyist techs work at big companies many times, and if wanting to order stuff they go to Mouser or Digikey first now....(are you reading RS and Element14 sales people? )
