Technics SL-1700 Speed problem

Hi, I have a technics sl-1700 where the speed fluctuates slower and faster at like 1/2 second intervals, is this a motor problem, or a problem with the circuit board?

First thing to do Is and I'm going to type this in caps so I'm not Yelling Ok here goes
GET SOME CONTACT CLEANER LIKE DEOXIT AND CLEAN THE ALL THE POTS. Especially the ones for 33/45 Should fix the problem you may need to do it more than once. Just remember once you clean them you need to turn them back and forth several times.

I have the SL-1400 and had the same issue when I got it. It was easy enough to remove the base and use DeOxit to clean the two potentiometers. It solved the problem.
