This device is one of several methods to allow rate-controlled recordings of information without audio-pitch distortion.

This was accomplished with this unit by the selective elimination of the intra and inter-word pauses (i.e., the pauses between syllables and between words).

Their use was thought to improve comprehension of the spoken word by increasing the data rate to more closely approximate the speed of reading.

Or to slow down the data rate to improve comprehension for those with special needs.

Some research suggested that these methods were mostly ineffectual.

Another use was by the visually impaired to allow them to have data presented to them at the same rate as a sighted person reading information.

IIRC, this piece of equipment dates from the early 1970s.
 
In grade school I remember a projector thing that flashed words on a screen really fast to teach speed reading

I can read pretty fast - need glasses
