I think you need to reduce the cone weight to an absolute minimum. Extra mass will tame the output, it will also kill the higher freqs. I'd play a bit with the cone materials, internal dampening, and the top foam before buying more tweeters. Of course a more powerful motor will move the cone easily, but if the cone is too heavy, a small tweeter VC will have problems to make it sound loud.
