What is this MOD to Heathkit Legato Altec Peerless network ?

Does anyone know what possible purpose the silver caps have in this network? The bottom photo is stock.

Those look like .022uF PolyStyrene Bypass capacitors wired across the main PIO caps ( PolyStyrene is sometimes called "Styroflex" overseas ) .

The logo might be for "cRc" capacitors.



PS; others will need to answer any questions you might have about using bypass capacitors
