How to use my DAC - Volume Levels

I am running my Pc via toslink into an external Dac. What level should I have my volume on my PC for best sound.

Maximum, so there's no digital-domain attenuation ahead of the DAC.

so does running my pc at max volume into my dac with the amp turned off count as burn in or does the amp need to be on?

The answers you get may differ depending on whether you are asking someone who believes that burn-in actually has an effect.

In any case, the DAC would be doing its thing regardless of whether an amp is turned on, or not, so it should be irrelevant.
