I have a JC Penny MCS 6001 Turntable (made by Technics). The 33 RPM speed is erratic and will not remain at 33 RPM. The 45 RPM speed is solid and does not waiver. Has anyone experienced a similar problem and successfully fixed it?

If there are speed adjustment pots, try deoxit on the 33 RPM. Work it + and - a bunch of times. Good luck!
