luxman pd-289 help

My brother is about to buy a luxman pd 289, the problem is the tt is not running at the correct speed it is spining slow, could anyone give me some info on what might be the cause of this problem.Thanks in advance

The speed adjustment pots (underneath the front of the plinth) could probably use a good cleaning with some electronic contact cleaner.

I did not find any adjustment in the front, the only adjustment i saw was two trim pots close to the motor vr33 and vr45, i adjusted them but it did hot help, i also use compressed air and deoxit on the pots and it is still spining slow, anyone has any info please post. thanks in advance
 
Sorry, apparently the PD-289 has the speed adjustment pots in a different location than my PD-277. The PD-289 has them on either side of the little speed display window (9 and 10 in the attached image). If cleaning and adjusting these has no effect on the speed of the turntable then I imagine you've got a more serious problem.

Does the platter spin freely by hand?

I already clean all the pots on the tt and it is still spining slow, maybe someone will post more detail info on what the problem is, thanks for the input
