They are Pioneer JA-R102 Rack handles and they typically go for $300 to $400 per pair on ebay. OUCH!

For the member asking for pictures of the base of my rack, please see below. Note that I made no modifications to the rack at all except drilling some holes to mount 6 heavy duty casters under the base. Two of the casters are directly underneath the side rails so that there is no risk of the base bending under the heavy weight.

Excellent! Thank you for that. My Telco rack is designed to be bolted to the floor, so I looks like I would not be able to add castors the way you have. bummer! but your setup is fantastic.
