Why do electrolytic capacitors wear out?

You might mount the two capacitors on a small piece of circuit board cut into a suitable oval shape and then mount that in the space formerly occupied by the dual-capacitor assembly.
 
I *think* I have an idea that will work but I need to run it across a tech. Once the existing dual section electrolytic is removed one [1] of the polypropylene caps can occupy that space. The other I could run the trio of screws, holding the capacitor clamp, through the venting on the top plate and then snake wire down the hole where the old cap was. Here's some photos.
