Link Wray's an all-time favorite of mine, his stuff is great. He's actually got a lot of variation in his music, he had some stuff that sounded a bit country, the surfy twang, and even some pretty straight forward rocking out (Big City After Dark).

Anyway...Henrietta - The Trashmen.

I was going to mention Link too, but not sure it qualified as surf. Check out this comp for a rare Link Wray song where he still sings:

Yeah, his early stuff, when he did stuff like Hillbilly Wolf was good (his singing days). Link's kind of borderline, he's not surf in the way of Dick Dale, but he does share a lot of characteristics with surf. Same could be said for Davie Allan, another fine twangy guitar player from the early 60s.
 
Don't forget Los Straitjackets, lot fun, they wear Mexican wrestler maps for their performances. More rock and surf with a slightly demented twist.
 
Check out the Mermen, great band out of the Santa Cruz area

Im listening to their "Krill Sippin'" album on Spotify right now. Great stuff.

I like the Rip Chords and the Venturas. (note: not a typo, Venturas on the Drum Boy label circa 1960 were a teen rip-off of The Ventures)
