That may not be as bad as it looks, it depends on the condition of the voice coils. It appears that the voice coil is detached from the spider, and if the voice coil, its connections and spider are in good condition, then it is just a matter of regluing the spider to the voice coil, although gluing the spider to the voice coil once the spider is glued to the speaker frame may be some what difficult.
SimplySpeaker, an AK sponsor has a good video of reconing a speaker, including gluing the up the spider, which in your case is all that you may have to do besides replacing the surrounds. Reconing is also possible if there is damage to the voice coil and or the spider and it is not all that difficult, depending on the amount of money that you may want to spend on these speakers and the cost ratio between repair and replacement of the woofers.

SimplySpeakers' surround foam and glue are top notch. I've done 2 pairs of speakers and have a third I'm about to do with their kits. Their videos are spot on too.
However, it doesn't appear that they carry recone kits compatible with the 8" EPI woofer. Where would I find that?

I'm not sure. If you can't find one that's EPI specific, there might be one that measures the same for another brand. However, the cone in your speaker appears to be just fine and may not need to be replaced (in the pictures, it looks like it is crack-free). The voice coil and the bottom seem to be the only parts with issues (besides the foam).

Looks like they were rode hard long after they needed refoaming. Hope you can get that fixed.

You could try Human Speakers for parts. Huw worked at EPI or Genisis (or maybe both). I bought his replacement woofers for my EPI 120C's (someone replaced the originals with junk) which I am very happy with.

Also try Mike at Speaker City Burbank, CA he sometimes finds rare drivers and will sell them. If he doesn't he knows those well enough to match another to replace the pair so the sound will be very close to almost the same as original. He has done some amazing things over the years for me and many many friends.
He found some in the original box drivers for some Warfendales that no one ever thought existed for a friend of mine. The price was in Pounds like 14 each circa late 60's early 70's and he sold the pair to my friend installed for $100 US about 10 years ago and he could have gotten a lot more. He is a great guy when it comes to love of classic and vintage speakers. How he found them or where was a cool story as someone had them packed up in a box went to Great Britain like 20 odd years ago and then shipped the box back here and then sold him them like the same time we went looking totally Karmic. These drivers were purchased to fix some old Warfs and were never installed. Weird but things happen. I found a trove of old drivers years ago and things like EV 604s 803s some unmarked stuff helping a friend clear out a garage and those were distributed to all the people we knew who run those kinds of speakers and boxes. Since they cost us nothing they went to folks for the same price except their promise to pay it forward. Their give backs have to be similar and we all do something now and again. How many friends do you know will turn you onto a fresh set of drivers or horns like that to fix your Altecs with only your promise to do the same if you run into a similar circumstance? I can think of nothing so cool than to toss a set of speaker drivers to restore a rare set and then re live the experience like the first time you ever heard these beauties....
