WAG: portable diode polarity tester?
Maybe, but I don't see a voltage source. Unless it's buried in the middle under a plastic cap.
Super WAG: Does the coin battery fit in the hole?

When I look at this photo, I see myself looking in the mirror — during my early days — coming back from that wild party.

There are diodes in the “block” on the inside. Sorry, forgot to mention that.
The two test points on the back are actually connected together and go to both bulbs. The round test point on the front goes to the diodes through the resistors and depending on polarity, I’m guessing, to one of the bulbs.
It is not internally powered.
The hole is actually a metal test point. In the pic you can see a wire going to it.
It does kinda look like you can see the counter through it.
Not sure when coin batteries were invented, but this thing seems pretty darn old.

Super-Duper Wild Ass Guess — Maybe a DC polarity tester? For wiring car electrics, such as rectifier bridges and alternator (generator) hookup.
