Try to balance the tonearm and blow lightly on it from the side. it should smoothly move. If this does not happen, then you need to look at the rotary assembly of the tonearm. Maybe the bearing is tight. Or you just need to flush the bearing. Or vice versa, there is a backlash. Although, perhaps, the wires of the tonearm are tangled. Without a detailed inspection of the assembly, and further disassembly of it, it is difficult to say for sure something.
