Seems he wanted his lower jaw to jut out more. Many believed the "myth" that he also had cotton balls in his mouth while acting as the Mob boss...but it's reported that he didn't do so. The mumbling was part of the persona as a Mafia-type.

That was for the audition, and he used a combination of cotton and Kleenex. For the actual film they created a prosthetic device for him to wear, and it did affect his speech.
I had a cousin who went to a Lutheran grade school, where many of the teachers spoke German as well as English. She and her friends took to speaking German pig-latin, totally indeciperable to anyone else.
