Check the continuity of the snap switch. I'll bet it is " open".
 
I cut the Snubber loose from switch terminal at the top. The switch is in fact open. Although you will notice on the top of the switch is a second terminal that nothing has ever been soldered to. When I measure from that terminal to the White wire connection the contact opens and closes. Do you know the internals of this switch?

2nd set of measured values were taken after a hairline crack was discovered and repaired on the circuit board.

Collector of 413 is showing 0.2V, I believe that indicates a problem, since this feeds a Reed Relay. Seeking input advice?
