Waiting for Vintage Gear from this century
Well since the reviewer said all amps sound the same, I'd want good speakers. A bad amp would need to really bad to make the combo useless. Bad speakers can make everything useless fairly quickly.
Neither is going to sound good so I didn't vote.

I think amps have a big impact, but speakers have the most impact in my experience.
Can you imagine the level of WTF!? you would experience walking into someone's house and actually seeing that 'system' hooked up to those speakers
Without a good amp you'll never know if your speakers are any good anyway so better to have synergy with the system. The BPC I posted above would sound better with the speakers it was sold with than the MBL's I posted lol.

I have tried TOTL (in their vintage) speakers with not a poor amplifier (at least by my standards) but a cheap one and the result is good, at low to moderate levels.
As the amplifier is cheap, it has low power (2x32WRMS) so it can't really shake the house as the speakers like to have more than 100WRMS to sound alive.
The amplifier is a Luxman L-2 and the speakers are KEF Reference 105.

Although I feel both are important, I voted speakers first, amplifier second. Crappy speakers can/will make even the best of amps sound like a**. OTOH, it takes a really crappy amp to make good speakers sound truly horrible.

My stereo in 9th grade was a Soundesign with the matching speakers. A few years later I could afford an integrated amp, tuner, and DD linear track from J C Penney's MCS line. I couldn't afford new speakers so I hooked the Soundesign speakers to the new stereo. They sounded very noticeably better than ever before.
Decades later I hooked some Polk RT400s to the Soundesign stereo and it sounded very noticeably better than ever before.
The moral of the story is that the better/worse effect can go both ways.
PS Right now I have an Acurus amp playing some Sansui Kabukis that sound much better than they should.

There is plenty of excellent sounding gear that does'nt cost a lot.
So there's really no good reason to use any gear that sounds like $#!t to you.
Lifes too short for lousy SQ.
Even my portable (Mp3) gear sounds pretty darn good to my ears.
